Hamden Police said they arrested the teen around 6 p.m. Wednesday, Sept. 5, after receiving a call for a "welfare check," at the Miller Memorial Library, at 2901 Dixwell Ave., said Hamden Capt. Ronald Smith.

Central Communication told responding officers that an assault had occurred in the women's restroom and that the person responsible was being held by a bystander, he added.

Once on the scene, an investigation revealed that a 15-year-old female was exiting the restroom when a male “jumped out at her from behind the wall.” The male “covered her mouth” and pushed her into a bathroom stall, Smith said.

He then locked the stall. The teen victim screamed for help. The male again covered her mouth and nose, at which time she was unable to breathe. A 31-year-old Hamden resident, who heard the screams, subsequently entered the restroom and stopped the assault.

Police arrested the unidentified Hamden teen and charged him with unlawful restraint, strangulation, and breach of peace. He is scheduled to appear in Juvenile Court on Sept. 19.
