The Fugitive Task Force arrested Richard Evans, 37, of Dogwood Drive, and charged him with murder, criminal possession of a firearm and carrying a pistol without a permit, police said.

He was held on $1 million bond.

Evidence shows Evans lured Reginald May, 44, from his Alice Street apartment by setting off a car alarm, police said. When May came out to investigate, Evans opened fire on him from another yard, police said.
