Jorge E. Chiclana, 22, was charged with second-degree manslaughter and injury to a child. He was held on $75,000 bond.

The arrest stemmed from the death of a 5-month-old baby on May 16, 2014. According to police reports, the baby had a high level of alcohol in his system.

On that date, police received a 911 call from an Ely Avenue apartment reporting that a 5-month-old baby was not breathing. Emergency personnel were dispatched and attempted to resuscitate the baby but were unsuccessful, police said.

The baby was transported to Norwalk Hospital, where he was pronounced dead.

The Special Victims Unit and Crime Scene Unit were dispatched to the scene to investigate, police said.

Based on initial interviews at the scene, the death appeared suspicious, police said. A lengthy investigation led by Norwalk police Detective Tim Marquis collected evidence at the scene, conducted multiple interviews and reviewed autopsy and toxicology reports.

Police said the final Medical Examiner's Office report issued in March 2015 indicated that the baby had a high level of alcohol in his system. It was determined that probable cause existed and an arrest warrant was issued for Chiclana, police said.

With the assistance of the U.S. Marshals Service Violent Fugitive Task Force, Chiclana was located and apprehended at the Honeyspot Motor Inn in Stratford on Monday.
